To resolve an issue of this nature we would need to determine that the target animal is in fact a snapping turtle. Once we have identified the species of interest we would then begin a trapping session to remove them from the pond. Being as snapping turtles are ambush predators as well scavengers we would set semi-submerged turtle traps. Once all turtles have been removed we would suggest putting a fence around the pond to detour future turtle issues. We can resolve snake issues in a similar manner.
